ренти по окремим країнам. Досліджено взаємозв’язок між рівнем ренти та соціально-економічним розвитком країни. |
Описание: | The article covers the problem of rent seeking. Foreign and national literature on the issue in question was reviewed. This problem has been studied since
1967 when Gordon Tullok presented his work to scientific society. Significant contribution was made
into the formation of rent seeking theory by such
economists as A.Krueger, J.Buchanan, R.Tollison. A.
Haberger was the first to develop qualitative evaluation method for rent seeking – “Haberger triangle”.
Apart from that there was developed the evaluation
of rent seeking in the sector of budget financing.
The method was developed by E. Katz and J.
Rosenberg and specified with the help of correlation
and regression analysis by Demirbas. The calculation method of the corrupt practices scale in the
state is developed by public organization “Transparency International”. Theoretical aspects of rent-oriented behavior in Russia were studied by R. Nuri-yev, A. Zaostrovtsev, J. Kuznetsov, in Ukraine by V.
Dementyev. Quantitative evaluation has not taken
place yet.
The use of the terms “rent seeking” and
“utilitarianism” was specified in national economics.
The rent for 54 countries was calculated with
the help of evaluation method for rent seeking in the
sector of budget financing developed by E.Katz, J.
Rosenberg and D. Demirbas.
According to the theory by E.Katz and J.
Rosenberg all the changes that take place in the
proportional allocation of state expenditure are captured by the pressure groups pursuing their own
purposes. They admitted the assumptions: 1) the initiative in rent seeking is taken by the pressure
groups, that use the real–time means in the seeking
of the rent; 2) the total scale of the rent seeking is
equal to the changes in proportional allocation of
the budget according to the purposes.
The evaluation of the social losses after rent
seeking in the sector ofbudget financing was conducted during 1998-2010.
The results of the analysis define the social
losses after the rent-oriented behavior as high for
the majority of the countries. In many cases the level
of rent fluctuates during the period of research. It
can be explained by the number of the reasons varying from one state to another.
Interesting fact was discovered, namely the
interaction between the level of state development
and corruption practices and rent seeking losses depend on the current economic situation in the world.
The level of corruption and rent seeking losses lowers during stable period in economically developed
countries and economic decrease brings the growth
of rent seeking in all the countries without any exception. From utilitarianism perspective it indicates
that the part of the society in crisis do not want to
lower the comforts consumption and resort to rent-oriented behavior.
The following empirical research will help us
to detect the norms and rules together with the other
causes in favor of rent-oriented behavior of the
members of society and the ones that hamper it as
well. |
