Аннотация: | В статье рассматриваются факторы
успешности реформ в сфере государственного
управления, в частности, институциональные
условия и ограничение успешности реформ. К
таким факторам относятся различия в надконституционных институтах, в конфигурации политико-бюрократических рынков и дилеммами при решении задач реформ. Большое значение имеет и соотношение внутреннего (исходящего от бюрократической системы) и внешнего (исходящего от внешних и внутренних субъектов) давления. Показана важность анализа институциональных альтернатив, в частности, использование стратегии промежуточных институтов или позитивной реинтеграции как альтернатив стратегии импорта институтов в сфере
реформирования государственного управления. |
Описание: | ne of the key problems of economic science
nowadays is to develop a methodology for institutional analysis of institutional subsystems` reforms. One of the most important aspects of reform is the
area of public administration. Reforms in this area, which have gained a strong momentum since the beginning of the 1980s, especially in Anglo-Saxon countries, became widespread in continental OECD countries, and then in developing and transition
countries. Despite the similarity of used managerial tools, both in developed and developing countries there is a divergence of the objective results of the reforms. It is explained both by the ambivalence of
the reforms` goals and differences in the institutional environment and in terms of their implementation.
The differences are connected with the socio-cultural factors, which are components of super-constitutional institutions, and with the configuration of the political and bureaucratic markets and level of reforms` "soft infrastructure" development.
The ratio of internal (coming from bureaucratic sys-tem) and external, coming from the outside (in particular, international donors, which is especially
important for transitive and developing countries receiving financial and technical support) and internal subjects (consumers of public services) of pressure is of great importance. Under these conditions it is necessary to analyze potential institutional alternatives in terms of adaptation of the tools used during reform to the parameters of the existing institutional environment. So it is shown that the strategy of intermediate institutions or positive re-integration can be an alternative often used in public administration reforms, but
it is important to follow the stages of institutional design in terms of completeness and complementarity of
the reforms` components. |
