Аннотация: Основное внимание в статье уделяется эволюции компромиссно-конфликтного содержания социального партнерства. При этом особо подчеркивается значение такого партнерства для прогресса экономической и социальной организации общества. Обосновывается необходимость реализации в Украине модели социальной рыночной экономики и соответствующей модернизации отношений труда и капитала.
Описание: The main aim is to try to establish the relationship between the evolution of the institution of social partnership, which in their mature forms is an important element of the modern social econo­my and the formation of the internal market. In this case the attention is focused on the conceptual foundations of this partnership, reflected in eco­nomic theory as a contradictory unity of the vari­ous forms of cooperation between labor and capi­tal. This allows applying to the total, which determines the content side of the partnership, de­pending on the maturity of which are specific tools and forms of its realization. Paying tribute to the achievements of clas­sical political economy, which studied in detail the evolutionary formation of the partnership and the acquisition of its various forms of manifestation, the main attention is still focused on the legacy of German economic thought. Underestimated, in terms of its focus on institutional issues of eco­nomic development, it has, however, traditionally been committed to the search for forms of optimi­zation of the relationship between labor and capi­tal. This determined the attention paid in the arti­cle to the German model of the social market economy as the best meeting the increasing de­mands for efficiency and equity that are critical to public and government in the countries with econ­omies in transition. The study of social partnership in the context of the contradictory unity of its two sides - the compromise and conflict between the interests of labor and capital, allows determining not only the forms taken by the partnership institution in indi­vidual countries, but also the prospects of its de­velopment. This creates the necessary prerequi­sites for purposeful activity to accelerate the estab­lishment of such institutions in society in need of correction of existing relations of distribution of national wealth. From this point of view, certain features are associated with the implementation of the concept of "growing institutions" and, in particular, the institution of social partnership in the interpreta­tion of the German school of social market econ­omy. In this context the importance of utilizing the experience and achievements gained in the framework of the theory of "growing" in the post- Soviet (and, above all, Russian) space in the 1990s. Not fully realized potential of this move­ment of institutionalism in the transition countries allows to implement it, among other things, given the wide range of features of individual countries. Especially since the spontaneous development of market institutes has apparently already lost its progressive significance, and in some cases has become the source of aggravation of not only eco­nomic but also political differences. One of the growing trends is the activity on establishing the internal market, the associated intensification of domestic demand and support of domestic production. Based on the fact that the developed market generates the need for a social organization in the same way as the development of a social organism makes its demands to the type of economic organization, there are given grounds to the view of the need to radically mod­ernize the structure of the national economy. In this connection it is of crucial importance to make steps to develop industries that are direct­ly related to the production of the domestic mar­ket. This primarily refers to the light industry, which, in fact, lost its place in the market to for­eign manufacturers. Taking into account the obvious need for replacement at a domestic market of imported products, it should be noted that the effectiveness of such activities is directly linked to the radical improvement of the institutions functioning of the internal market. One such institution is the social partnership, which in terms of the issue, is a pow­erful factor influencing the distribution relations in society.
