| Аннотация: | Обґрунтовано необхідність формування належного інституціонального забезпечення державного регулювання внутрішньої торгівлі. Визначено недоліки інституціонального забезпечення державного регулювання роздрібної торгівлі в Україні в аспектах: нормативно-правового регулювання, стратегічного планування розвитку роздрібної торговельної мережі, податкової політики, фінансово-кредитного сприяння, організаційно-інституційної складової, інформаційно-роз’яснювальних заходів. Проаналізовано результати досліджень визнаних міжнародних економічних організацій. (Всесвітнього економічного форуму) щодо сприятливості вітчизняного інституціонально-го середовища комерційної господарської діяльності. Зроблено висновок, що нестабільність економічної політики держави залишається головним проблемним аспектом розвитку бізнесу в нашій державі. Обґрунтовано дієві напрями удосконалення інституціонального забезпечення державного регулювання розвитку роздрібної торгівлі в Україні. |
| Описание: | It is proved that the lack of institutional support to state regulation of domestic trade leads to such dominant risks of social and economic security of the state, as a critical increase in the parts of the shadow and unrecorded sectors; ease of government regulation and control system in the domestic market; provision of the population with goods hazardous to health and of the low level of quality; monopolization of the sphere of goods distribution, and due to this - their production; domestic consumption of excessive dependence on imports; uneven supply of consumer goods across the country, slowing the pace of domestic production.
With the use of a systematic structural analysis it is found that virtually all forms and means of institutional support to state regulation of retail trade have significant drawbacks. The consequences of the lack of its effectiveness is significant - low business activity, high transaction costs and the deterioration of economic efficiency of trade, lack of needs satisfaction within the production and consumption of goods (services), poor control over developing trade and its network, weak incentives to trade on innovative principles, obstacles to civilized infrastructure development of retail trade. To overcome these drawbacks there can be used an arsenal of measures, including the establishment of local self-government with departments on the control of the consumer market with the participation of representatives of the government and state executive power. Moreover, these institutions are designed to control the development of domestic trade at the regional and local levels. With the availability of financial resources, regional governments should engage to perform work of retail development, to create favorable public opinion, public and associative organizations of the consumer market infrastructure.
It is found that the priorities to improve legal regulation of retail trade in Ukraine is to complete the reform of permit system, to improve equity licensing burden on trading outlets, to improve settlement of trade over the Internet, monitoring and protection of intellectual property.
The areas of strategic planning retail development can be improved by introducing institutionalized hierarchy of strategic planning documents and a single and coherent approach to the development, adoption, implementation, and monitoring of the effectiveness of policies and programs.
There are given grounds that in order to improve tax policy in the context of improving the institutional environment in the retail industry it is necessary to eliminate administrative intervention of the tax authorities, as well as the collection of money on the development of gardening, grape and hop planting.
Improvement of the financial and credit support to enterprise development needs reduction of trade credit dependence and of the cost of financial and investment resources.
The target benchmarks to improve organizational institutional component of the institutional support of retail trade state regulation in Ukraine are the increased activity on promoting the implementation of international quality standards in the enterprises, the development of non-state institutions of goods certification, improving enforcement of consumer rights, goods negligence.
It is proved that the improvement of institutional support to state regulation of retail trade needs in improving information outreach events -namely, the formation of the institutional environment of non-perception of the shadow trade, selling goods outside the commercial network, without supporting documents, poor customer service, the support of local and national producer, responsible consumption. |
