| Аннотация: | Розглянуто основні положення концепції суспільної цінності і можливість її використання для оцінки ефективності державного управління. Розкрито зміст основних джерел формування суспільної цінності: державних послуг, результатів діяльності органів державного управління і довіри інститутам влади. Проаналізовано фактори, що впливають на сприйняття цінності державних послуг. Виявлено взаємозв'язок концепції суспільної цінності з основними критеріями якості державного управління, що використовуються при складанні індексу GRICS. |
| Описание: | The necessity of public administration and main assessment problems of its effectiveness have been determined in the given article. The analysis of scoring system which describes the public administration quality on the international and national scale has been carried out. Limited practical use of existing methodologies for assessing the quality of public administration, which is caused by the lack of consideration of the state economic activity in terms of valuation results of public action, have been found out. Basic concepts of social value have been considered and the opportunity of its usage for assessing public administration effectiveness has been justified. The content of the main sources of social value such as public services, the results of government activity and trust in state institutions have been disclosed. Factors which influence the perception of public services values have been analysed. Possibilities and limitations of sociological tools usage for assessment of state activity social effect have been investigated. The relationship of social value concept with the main criteria of governance used for index GRICS building has been identified.
The conclusion has been made that governance performance indicators must be determined with the help of partial indicators aggregate which can be grouped in integrated exponent. Quantitative parameters of the social infrastructure development, amount of educational, medical, cultural and other state services received by citizens and financed by budget system can be included to partial indictors. As a resumptive exponent of public administration effectiveness, it has been proposed to esteem the general social effectiveness as the ability of state administration system to provide an optimum level for society's requirements and needs on the ground of its functioning and management functions fulfillment. |
