Аннотация: Проанализированы отдельные направле­ния пенсионного реформирования и его влия­ние на изменение пенсионной системы Украи­ны. Определены функции пенсионной системы как социального института. Выявлены основ­ные проблемы, мешающие реализации пенси­онной реформы. Обозначены направления по совершенствованию концепции пенсионного реформирования в Украине.
Описание: The pension system is an important institution, which provides the pension security of the population. Ukraine is now at the second stage of the pension system reform, whose implementation is delayed. When considering the processes of the pension system transformation in Ukraine is ad­visable to apply an institutional approach, because the institutes of the pension system touch a num­ber of fundamental socio-economic aspects of so­cial life. The functions of the pension system as a social institute are defined: creating opportunities to meet the needs of society, ensuring social inclu­sion, the regulatory function that controls the rela­tionship among the members of the society by making patterns of behavior; transmitting func­tion. Using an institutional approach, the pension system is represented as a set of economic, social and legal institutes that function to meet the inter­ests of different sectors of society. The Ukrainian pension system involves the creation of three levels: the solidarity system of compulsory pension insurance, cumulative system of mandatory pension insurance and voluntary private pension provision. The comparative char­acteristic of mandatory social insurance from oth­er institutes of the pension system is carried out. In contrast to the social pension, when people in need receive allowance from public funds, finan­cial sources of benefits and services to social in­surance are specialized funds generated by the di­rect involvement of those insured. The combination of mandatory and public insurance allows creating a universal scope of in­surance coverage of social production, to achieve maximum transparency and proper use of finan­cial resources to harmonize the interests of the insured, the insured and insurers, which ultimately strengthens the personal liability of the insured and employers 'and workers' solidarity, creates conditions for the social cohesion in society, re­ducing conflicts and their prevention. There were reviewed some of the areas of pension reform and its impact on the changes in the pension system in Ukraine. The main prob­lems hindering the implementation of the pension reform were discovered. The directions to improve the concept of pension reform in Ukraine are signposted. For the reform associated with the transition to three-tier pension system with a pow­erful integral funded component to be adapted to Ukrainian realities it is necessary to take into ac­count the experience of Eastern Europe and Latin America. This requires political will and time, in particular for the promotion of pension financial security among contemporary Ukrainian devices. In addition, you must restructure the perception of protection. If earlier the state on the principles of solidarity distributed the pension payments, now everyone will form their own pension fund. It should be noted that the role of government is to create an economic background and legal frame­work for the effective functioning of the pension institutes.
