| Аннотация: | Предложена концепция инновационного
развития экономики. Для этого исследована
технологическая структура экономики и выявлены изменения её инновационного потенциала.
В заключении даны рекомендации по использованию данной концепции. |
| Описание: | n modern conditions the problems of post-crisis recovery and accelerated transition to innovative way of development have to be addressed in
terms of increasing the scale of internal and external
challenges facing the Russian economy, and which
require further intensification of efforts to resolve
the accumulated economic and innovation system
problems.
The authors suggest considering innovative
development in two ways:
- first, to access the state it is in;
- second, to determine its level on the basis of
changes in the quality of economic development.
In this regard, according to the authors, innovative development establishes the technological
limits of the industrial enterprise, revealing at the
bifurcation point the direction of the subsequent
movement. This serves as the basis of the proposed
indicators of innovative development of industrial
units, among which are:
performance efficiency of the production
system of innovation type;
- performance indicators of using innovative
technologies;
- performance indicators of innovative products;
- integral indicator of the effectiveness of innovation activities of the enterprise.
In order to determine the boundaries of the
economic space for innovation, there are the following innovative states (innovations): innovation gap,
innovative shift, innovative balance, innovation
breakthrough, innovative collapse.
The foregoing ideas, actions, and initiatives
let us make the following conclusions.
1. The proposed model of innovative development of the economy, in our view, will allow to:
- deal with the current threats and challenges
in the field of innovation development;
- set long-term objectives of development for
economic entities in the field of innovation, as well
as benchmarks for the funding of basic and applied
research and for the commercialization of designs;
- define essential objectives, priorities, and
instruments of state policy on innovation.
2. In addition, this model of economic development should be based on the results of a comprehensive assessment of the innovation potential and
long-term scientific and technological forecasting.
All this should be considered when developing
concepts and programmes of long-term economic
and social development of our country. |
