| Аннотация: | Розвиток, орієнтований на громаду, з моменту офіційного визнання Світовим банком
операційною категорією кредитування в 2000-му
році, став механізмом надання допомоги з метою розвитку, що найбільш стрімко розвивається Підхід, який започаткували міжнародні
програми розвитку, починають активно використовувати уряди країн при формуванні національної політики місцевого розвитку. Основна ідея
підходу полягає в тому, що саме місцева громада
найкраще знає пріоритети свого розвитку, знає,
які ресурси потрібні для їх реалізації, і може організуватися для вирішення нагальних локальних
проблем.
Дослідження присвячене теоретичному
обґрунтуванню напрямів ефективного застосування підходу до місцевого розвитку, орієнтованого на участь громади, та розробці практичних
рекомендацій щодо його використання у державній політиці. |
| Описание: | Development focused on the local community,
since its official recognition by the World Bank as the operating category of lending in 2000, has become a means of assistance in development, which is developing most rapidly. This approach, which was originally used by international development programmes, is being used by many governments in the
formation of national policies for local development.
The main idea of the approach lies in the fact that it is the local community that can better than the central government prioritize the aims of its development, more efficiently use resources needed for their
implementation, and can be organized to address pressing local problems.
Research is devoted to the theoretical substantiation of ways of effective application of the approach to local development based on community
participation and the development of practical recommendations for its use in public policy.
With limited financial resources, community-focused development is an important approach because it reduces the burden on government agencies by optimizing the use of local finances, and, at the same time, the results of this approach can improve the lives of large numbers of poor people .
Under this approach, local communities often
cooperate with support organizations and public service providers, including elected local governments, the private sector, nongovernmental organizations, and central government agencies. This approach is a way of providing the local community
with social and business services, organizing economic activity and resource management, enabling
the poor to use necessary benefits, improving their
safety and the management of local development. Approach to local development with the participation of the community provides for direct funding to the territorial community, and the community
itself decides for what purposes these funds are
spent. Community development is implementing a
project on their own and is responsible for it, monitoring its implementation.
Potential advantages of this approach are
considerable. There is a clear goal of transforming
power relations in such a way as to establish a representative office and a voice for vulnerable segments of populations, which, in turn, would allow
them to influence decision-making. It can lead to the
emergence of functional links between local communities and formal institutions (local government,
etc.), creating favorable conditions through appropriate policy and institutional reforms, including
decentralization, the promotion of a favorable regulatory framework. Usually community-oriented approach, also provides for the promotion of access to
public information as well as tighter controls for the
financing of affiliated groups.
Projects of international programmes that
have used community-oriented approach, have created opportunities for the coherence and consistency
of the Ukrainian national policy on local development. At the same time these projects were more focused on providing for public participation in decisions on the development of territories (the concept
of community-driven development) than on the provision of system resource utilization of local beneficiaries (territorial community, local businesses,
community organizations, etc.) to improve community life (the concept community-based development).
Development of effective tools that would facilitate the development of approaches to local development in the direction of not only participating in the management, but also in attracting resources of local communities and local businesses is a key issue for further research in this area of public policy. |
