Abstract: Обобщено понятие «устойчивое развитие», выделены принципы, цели устойчивого развития территорий, предложена схема разработки комплексного подхода к формированию механизма устойчивого развития государства. Определено, что комплексный подход к устойчивому развитию территорий предполагает интеграцию экономических, социальных и экологических аспектов развития с целью создания устойчивых и благоприятных условий для жизни людей, рассмотрены ключевые из них. Усовершенствована система механизмов реализации концепции устойчивого развития, основанная на комплексном подходе, и выделены этапы, позволяющие более эффективно реализовать данную концепцию в условиях Донецкой Народной Республики. Определено, что реализация концепции устойчивого развития пока не гарантирует быстрого роста благосостояния народа и потребует кропотливой работы и консолидированных усилий политиков, управленцев, ученых и всего прогрессивного населения Донецкой Народной Республики. Очень важным условием устойчивого национального развития является правильное политическое управление со стороны высшего руководства Республики, а также разработка единой стратегии развития, соответствующей экономическим и социальным особенностям ДНР. It is determined that the implementation of the sustainable development concept does not yet guarantee rapid growth in the welfare of the people and will require painstaking work and consolidated efforts of politicians, managers, scientists and the entire progressive population of the Donetsk People’s Republic. A very important condition for the sustainable national development is proper political management by the top leadership of the Republic, as well as the development of the unified development strategy that corresponds to the economic and social characteristics of the DPR. Одним из таких методов является концепция ключевых компетенций – основная стратегия долгосрочного развития предприятия. Основа концепции ключевых компетенций предприятий – технические возможности предприятий. Однако не только материальные, но и нематериальные активы могут быть трансформированы в ключевые преимущества. Abstract: Построена индексно-функциональная модель путем разложения результативного показателя (убытка) на субфакторы. Для построения модели была использована финансовая отчетность и отчетность о трудовых ресурсах предприятия. Основной особенностью предприятий городского электротранспорта в Донецкой Народной Республике является их убыточность. Согласно проведенным расчетам, вызвали ущерб для предприятия городского электротранспорта: повышение коэффициента убыточности; увеличение затрат, приходящихся на одного человека состава руководителей и специалистов; рост удельного веса руководителей в общей численности работников. Только влияние изменения среднегодовой численности работающих способствовало уменьшению убытка предприятия на 2,77 тыс. руб. Внедрение данной модели позволит выявлять негативные тенденции и на основании этого разрабатывать рекомендации по повышению эффективности использования персонала. Существенное ухудшение финансового результата деятельности свидетельствует о необходимости проведения целенаправленной политики эффективных изменений на предприятии, в том числе улучшение качества управления персоналом и внедрение компетентностного подхода в систему управления. To build the model, financial statements and reporting on the enterprise’s labour resources are used. The main feature of urban electric transport enterprises in the Donetsk People’s Republic is their unprofitability. According to the calculations, the damage to the urban electric transport enterprise was caused by an increase in the loss ratio; an increase in costs per person of management and specialists; growth of the managers’ share in the total number of employees. Only the impact of changes in the average annual number of employees contributed to a reduction in the enterprise’s loss by 2,77 thousand rubles. The implementation of this model will allow us to identify negative trends and, based on this, develop recommendations for increasing the efficiency of the personnel use.
